With vehicles becoming more efficient and the reluctance to raise highway taxes, the traditional user-pay” system faces sustainability challenges. States have initiated their own VMT fee pilots, offering insights on privacy, administration costs, equity, and more. Eno’s research into this area has led to recommendations for a federal pilot, shared with the Federal Highway Administration and through conferences and webinars. Read The Report Spotlight on Aviation: The chaotic 5G rollout in January 2022 nearly halted commercial air traffic in the US due to fears of interference with aircraft safety equipment. An eleventh-hour compromise between the telecom and aviation sectors prevented a crisis, highlighting systemic flaws in spectrum allocation policies. Eno and the Information Technology and Innovation Foundation (ITIF)—the leading think tank for science and technology policy—formed a joint advisory group to address these issues, leading to a report with recommendations for future spectrum allocations. Following its publication in February 2023, Eno and ITIF held a joint panel discussion on the hill for congressional staffers to discuss the need for reform in the spectrum allocation process. Throughout 2023, multiple draft bills included recommendations outlined in the report. While FAA authorizing legislation was originally set to expire in September of 2023, multiple short-term extensions have been enacted and an authorization bill has yet to be passed.
